Braille roadsigns for blind drivers

ROFL Where is this sign? Near a path, perhaps, where passersby could possibly feel for it? What does it "say"? I'm simply flabbergasted that this is a road sign.

The symbols appear to be illuminated. That must be useful.

I've always though that speed limit signs should have braille, otherwise blind people will have no idea how fast to drive.
